摘要
领导干部具体行使党的执政权和国家立法权、行政权、监察权、司法权,是全面依法治国的重要组织者、推动者、实践者,是全面依法治国的关键。习近平法治思想围绕“坚持抓住领导干部这个‘关键少数’”,提出了一系列具有原创性、时代性的概念、判断、范畴、理论,为发展马克思主义法治理论作出了重大原创性贡献,为更好发挥领导干部在法治建设中的“关键少数”作用明确了政治要求、确立了行为准则。本文在深入学习和认真梳理习近平总书记重要讲话基础上,从领导干部是全面依法治国的关键、领导干部要做尊法学法守法用法的模范、用制度保证领导干部发挥“关键少数”作用三个方面,对习近平法治思想关于“坚持抓住领导干部这个‘关键少数’”的原创性贡献进行了阐释。
Leading officials specifically exercise the Party’s ruling power and the state’s legislative,administrative,supervisory,and judicial powers.They are important organizers,promoters,and practitioners of overall law-based governance,and the key to overall law-based governance.Focusing on‘upholding the oversight over leading officials,the key few’,Xi Jinping Thought on the Rule of Law puts forward a series of original and epochal concepts,judgments,categories and theories,making major original contributions to the development of Marxist theory of the rule of law,and clarifying political requirements and establishing codes of conduct for better playing the role of leading officials as the‘key few’in the construction of the rule of law.On the basis of throughly studying and carefully sorting out General Secretary Xi Jinping’s important speeches,this article expounds the original contributions of Xi Jinping Thought on the Rule of Law on‘upholding the oversight over leading officials,the key few’from three aspects:leading officials are the key to overall law-based governance,leading officials should be models of respecting,studying,observing,and applying the law,and applying systems to ensure that leading officials play the role of key few.
