摘要
近年来,为了适应建设工程行业快速发展的形势,缩短建设周期,快速回收资金以降低其使用成本,同时使得项目能够快速投入使用,产生经济效益,即考虑资金的时间价值以降低建设成本,发包人往往在施工图不完备的情况下即展开招标投标工作。而在被政府鼓励应用和推广的过程中,很多前期招标准备周期短、业态复杂的公建项目,模拟清单并不适用,往往采取费率下浮的合同模式,因此在履约过程中暴露的变更、纠纷等问题也更加复杂。文章鉴于以往实践项目及对工程总承包模式的思考,对工程总承包中费率下浮计价模式的成本管控问题进行了研究。
The situation of rapid development in recent years, in order to adapt to the construction industry, shorten the construction period, the rapid recovery of funds in order to reduce the use cost, make the project can be quickly put into use at the same time, to produce economic benefits, consider the time value of money in order to reduce construction costs, the employer often in construction drawing under the condition of incomplete bidding work. However, in the process of application and promotion encouraged by the government, for many public construction projects with short pre-tender preparation period and complex business forms, the simulated list is not applicable, and the contract mode of downward floating rate is often adopted, so the changes and disputes exposed in the performance process are more complicated. In view of the past practice projects and the thinking of the general contracting mode, this paper studies the cost control problem of the floating pricing mode in the general contracting.
