摘要
“健康中国”是发展新时代中国特色社会主义的一项重要战略,不仅直接关乎民生福祉,并且关乎国家长远发展与社会稳定。把握“健康中国”发展动态与区域差异,对于加快中国区域健康协调发展,促进全民健康具有重要意义。根据“健康中国2030”的战略目标,文章构建了多维度“健康中国”发展水平的指标评价体系,基于省际面板数据测度了2006—2018年“健康中国”发展水平,运用Markov链方法分析了其动态演进转移特征,通过Dagum基尼系数和时空β收敛模型揭示了“健康中国”发展水平的地区差异与时空收敛性。研究发现:“健康中国”发展水平属于稳步小幅度提升态势,但空间非均衡性显著,呈现“东部最高,中部和东北次之,西部最低”的空间分异格局,西部和东北地区暂无省份冲进高水平类别;“健康中国”发展水平的总体地区差距呈现逐渐缩小趋势,区域间差异是总体地区差距的最主要来源;党的十八大后,东、中、西部区域“健康中国”发展水平呈现显著的时空收敛特征,且收敛速度较党的十八大前有所加快,但东北地区并未呈现显著的收敛特征。
“Healthy China”is an important strategic arrangement for developing socialism with Chinese characteristics in a new era.It is not only directly related to people’s well-being,but also to China’s long-term development and social stability.To grasp the development trend and regional differences of“Healthy China”is of great significance for accelerating the coordinated development of regional health and promoting the health of the whole people.In accordance with the strategic goal of“Healthy China 2030”,a multi-dimensional index evaluation system for the development level of“Healthy China”is constructed,the development level of“Healthy China”from 2006 to 2018 based on inter-provincial panel data is measured,and by using Markov chain method,the dynamic evolution and transfer characteristics of“Healthy China”are analyzed.The Dagum Gini coefficient and the spatial and temporal convergence model reveal the regional differences and spatial convergence of“Healthy China”development level.The results show that:The development level of“Healthy China”is in a trend of steady and small improvement,but the spatial imbalance is significant,showing a spatial differentiation pattern of“the highest in the east,the second in the central and northeastern regions,and the lowest in the west”.The provinces in the west and northeast have never entered the high level category.The overall regional gap in the development level of“Healthy China”shows a trend of gradually narrowing,and the inter-regional gap is the main source of the overall regional gap.After the 18th National Congress of the Communist Party of China,the development level of“Healthy China”in the eastern,central and western regions showed significant spatial and temporalβconvergence,and the convergence rate was accelerated compared with that before the 18th National Congress of the Communist Party of China,but the northeast region did not show significant convergence.
