摘要
农村一二三产业融合发展政策与实践为农业农村现代化和农村居民持续增收提供了有利契机,促进并引导休闲农业与乡村旅游等新业态快速发展、因地制宜培育壮大乡村特色产业并构建现代乡村产业体系。本文运用系统动力学方法仿真模拟不同支持政策的作用效果,研究发现:休闲农业与乡村旅游、农村电子商务、农业保险保费和农林牧渔服务业固定资产投资的增长对产业融合促进乡村振兴的作用显著,农村电子商务和农业保险保费增长速度应保持在合理区间。因此,应因地制宜制定支持乡村旅游发展政策,大力发展农业生产性服务业,以优化结构为主导促进农村电子商务发展、拓展政策性农业保险范围。
The policy and practice of integrated development of rural primary,secondary and tertiary industries provide favorable opportunities for agricultural and rural modernization and sustained income growth of rural residents,promote and guide the rapid development of new business forms such as leisure agriculture and rural tourism,and strengthen rural characteristic industries and build modern rural industrial systems according to local conditions.This paper uses the method of system dynamics to simulate the effects of the different support policies.The research finds that leisure agriculture and rural tourism,rural e-commerce,agricultural insurance premiums and the growth of fixed asset investment in service industries of agriculture,forestry,animal husbandry and side fisheries play a significant role in promoting rural revitalization through industrial integration.The growth rate of rural e-commerce and agricultural insurance premiums should be kept within a reasonable range.Therefore,we should formulate policies to support the development of rural tourism according to local conditions,vigorously develop agricultural producer services,promote the development of rural e-commerce and expand the scope of agricultural policy insurance with the optimization of structure as the leading factor.
