摘要
山东省位于黄河下游,当地水资源紧缺,经济社会发展高度依赖外调水,特别是黄河水。与此同时,黄河流域下游地区也面临生态环境脆弱、水资源保障形势严峻、发展质量有待提高等问题。立足山东省基本水情,对标“四水四定”的发展定位,探索水资源刚性约束的内涵,提出生态保障底线、资源总量上限和用水效率下限的刚性约束目标,通过水资源管理与治理措施的实施,提升水资源节约集约安全利用,推动黄河流域生态保护和高质量发展。
Located in the lower reaches of the Yellow River, Shandong Province has been suffering from water shortage.The social-economic development of the province is highly dependent on external water diversion, especially the Yellow River water. At the same time, the lower reaches of the Yellow River Basin are facing problems such as a fragile ecological environment, low level of water security and the needs of improving the quality of development. Considering the basic conditions of the province, exploitations are made on the position of development and connotation of the rigid constraint of water resources. The rigid constraint targets namely a bottom line of ecological protection, a cap for total resources and a lower line of water efficiency are proposed. With measures of water resources management and governance, it aims to boost economical, intensive and safe utilization of water resources for ecological protection and highquality development of the Yellow River Basin.
