摘要
基层党组织组织力是中国共产党将强大的组织优势转化为乡村治理效能的重要保障。在乡村治理实践中,党的基层组织建构、农村文化状况、农村集体经济状况、社会治理主体结构等因素,影响和制约着基层党组织组织力的提升。为发挥基层党组织的战斗堡垒作用,需要优化基层党组织建构,提升基层党组织的政治领导力;凝聚农村优秀文化核心价值,提升基层党组织的思想引领力;壮大农村集体经济,提升基层党组织的群众组织力;完善社会治理共同体,提升基层党组织的社会号召力。
The organizational capacity of grass-roots organizations is an important guarantee for the Communist Party of China to transform her strong organizational advantages into rural governance efficiency. In the governance practice, construction of the grass-roots organizations, rural cultural situation, rural collective economic situation, main structure of social governance and other factors affect and restrict the improvement of the organizational capacity of the grass-roots party organizations. Playing the role of fighting fortress of grass-roots party organizations needs optimizing organization constructions to enhance their political leadership, condensing the core value of rural excellent culture to enhance their ideological leadership, strengthening the rural collective economy to enhance their mass organization capacity, and improve social governance community to enhance their social appeal.
