重大风险应对中的城市复合韧性建设——基于上海疫情防控行动的考察 被引量:7

Urban Composite Resilience Construction in Major Risk Response: Investigation Based on Shanghai’s Epidemic Prevention and Control Actions

摘要 在社会运行和社会变化加速化趋势下,城市发展过程中面临更多的不确定性因素和脆弱性环节,推进韧性城市建设以防范化解重大风险成为城市治理现代化的重要课题。通过建构制度、空间、数字、治理和社会五重维度的城市复合韧性解释框架,对韧性城市承受和抵御风险冲击与扰动的基础逻辑进行了话语阐释。选取上海疫情防控行动为分析对象,发现制度韧性层面的全面统筹强化了央地联动和风险共判,空间韧性层面的动态调整优化了风险应对的空间防线和满足了功能区域拓展需求,数字韧性层面的智能高效改善了信息沟通、传递和反馈效率,治理韧性层面的循证决策提升了风险处置的专业化、规范化和科学化水平,社会韧性层面的协同合作增进了基层组织动员和稳定了集体行动秩序。然而,重大风险冲击的不可预期性也决定了城市复合韧性建设的持续性和渐进性。只有不断增强对疫情防控过程中脆弱性因子的识别和消解,才能够保持城市系统始终处于相对稳定的均衡状态,进而更好地保障居民生命安全和促进城市可持续发展。 With the accelerating trend of social operation and social change, cities face more uncertain factors in the process of development. Preventing and resolving major risks through resilient city construction has become an important topic of urban governance modernization. By constructing a composite urban resilience interpretation framework of institutional, spatial, digital, governance and social dimensions, this paper makes a new discourse interpretation of the basic logic of resilient cities to withstand and resist risk shocks and disturbances. It is found that the comprehensive coordination of institutional resilience has strengthened the linkage between the central government and the local government and risk co-judgment, and the dynamic adjustment of the spatial resilience level has optimized the risk response spatial defense line and meet the needs of functional area expansion, intelligent efficiency at the digital resilience level improves the efficiency of information communication, delivery and feedback, evidence-based decision-making at the level of governance resilience has improved the professionalization, standardization and scientific level of risk management, coordination and cooperation at the level of social resilience have increased organizational mobilization and stabilized the collective order of action. However, the unpredictability of major risk shocks also determines the sustainability and gradualness of urban composite resilience construction. Only by continuously enhancing the identification and dissolution of vulnerability factors in the process of epidemic prevention and control can we keep the urban system in a relatively stable and balanced state, thereby better protecting the life safety of residents and promoting the sustainable development of the city.
