摘要
加快数字经济发展,推动数字经济和实体经济深度融合,是加快形成新发展格局、实现经济高质量发展的重要途径。通过梳理数字经济领域的研究热点发现,相关文献从国民经济核算、增加值测度、指标体系设置、卫星账户构建等方面形成了数字经济评价体系,从微观企业、中观产业、宏观要素等维度阐释了数字经济赋能实体经济高质量发展的内在机理,从国际合作与要素积累、监管制度与宏观政策、新型基础设施建设等方面探讨了数字经济发展的驱动因素。针对现有研究评价方式不完善、赋能机理不全面、驱动因素不清晰等问题,应尽快完善数字经济卫星账户和竞争力评价体系,基于系统和动态的视角分析数字经济赋能机理及其面临的问题,在新发展理念指导下探讨数字经济的驱动因素及宏观调控政策,为我国深入实施数字经济发展战略提供统计理论、方法和数据支持。
Accelerating the development of the digital economy and promoting the deep integration of the digital economy and the real economy are important ways to accelerate the formation of a new development pattern and achieve high-quality economic development.This paper combs the hot topics in the field of digital economy,and finds that relevant literature has formed a digital economy evaluation system from the aspects of national economic accounting,value-added measurement,indicator system setting,and satellite account construction.The internal mechanism of the digital economy empowering the high-quality development of the real economy has been discussed from the dimensions of micro enterprise,medium industry and macro elements.The driving factors for the development of the digital economy can be explained in terms of new infrastructure construction,regulatory systems and macro policies,international cooperation,and the scale of production factors.Aiming at the problems of incomplete research evaluation methods,incomplete enabling mechanisms,and unclear driving factors,this paper believes that the digital economy satellite accounts and competitiveness evaluation system should be improved as soon as possible,and the digital economy enabling mechanisms and mechanisms should be analyzed from a systematic and dynamic perspective.It is essential to explore the driving factors and control policies of the digital economy under the guidance of the new development concept,and provide statistical theories,methods and data support for China’s implementation of the digital economy development strategy.
