摘要
我国经济已进入高质量发展的转型关键期,中小企业是最具活力的市场主体,是扩大我国就业、促进创新的主力军。本文以31个省级行政区近五年发布的中小企业政策为样本,运用fsQCA方法,探究区域政策对中小企业发展的组合模式及执行成效。研究发现:区域政策对中小企业发展存在显著的正向影响;优化信用、建立风险补偿贷款政策是促进中小企业发展的必要条件。提供服务示范平台等4种政策组合,即金融扶持、项目扶持、业务培训、服务平台政策能有效促进中小企业发展。基于此,要为中小企业营造良好的发展环境,区域政策的落地要体现长短结合、协调配合实施的原则,因地施策、因地制宜落地惠企政策。
China’s economy has entered a critical period of high-quality development. Small and medium-sized enterprises are the most dynamic market players and the main force in expanding employment and promoting innovation China’s. This paper takes the SME policies issued by 31 provincial administrative regions in the past five years as samples, and uses the fsQCA method to explore the combination mode and implementation effect of regional policies on the development of SMEs. The study found that: regional policies have a significant positive impact on the development of small and medium-sized enterprises;optimizing credit and establishing risk compensation loan policies are necessary conditions to promote the development of small and medium-sized enterprises. Providing service demonstration platforms and other four policy combinations, namely financial support, project support, business training, and service platform policies, can effectively promote the development of small and medium-sized enterprises. Based on this, to create a good development environment for small and medium-sized enterprises, the implementation of regional policies should reflect the principle of combining long and short, coordinated and cooperative implementation, and implement policies that benefit enterprises according to local conditions.
