需求侧灵活性资源是未来支撑新型电力系统运行的重要手段之一,可以有效应对高比例可再生清洁能源并网带来的挑战,科学、合理、完善的辅助服务市场机制对推进需求侧灵活性资源的利用和发展具有重要意义。为此,对当前国内外典型辅助服务市场机制的相关研究与市场实践进行调研与综述。首先,分析梳理国内现有的需求侧灵活性资源参与电力辅助服务市场交易的机制,总结当前市场机制运营存在的若干问题;然后,介绍澳大利亚、美国、英国的相关市场机制,以及在需求侧灵活性资源利用方面进行的探索和实践;最后,对需求侧灵活性资源的利用以及未来我国电力辅助服务市场的建设提出相关建议。
As one of the essential means to support the operation of new power systems in the future,demand-side flexible resources can effectively deal with the challenges brought about by the integration of high-proportion renewables and clean energies.A scientific,rational,and perfect ancillary service market mechanism is significant in promoting the utilization and development of demand-side flexible resources.Therefore,this paper investigates and summarizes the current research and market practice of auxiliary service market mechanisms at home and abroad.Firstly,the existing domestic ancillary service market mechanisms for demand-side flexible resources participating in auxiliary service market trading are sorted out,and several problems existing in the operation of the current market mechanism are summarized.Then,the relevant market mechanisms of Australia,the United States,and the United Kingdom and their exploration and practice in flexible resource utilization on the demand side are introduced.Finally,future suggestions on the utilization of flexible resources on demand side and the construction of power ancillary service market in China are advanced.
