摘要
情感作为一种社会资源,在城市基层治理共同体建构中起到黏合的重要作用。围绕基层治理中的情感生成,结合对佛山市南海区“创建熟人社区”工作的实践考察,描绘了城市基层治理共同体建构中情感生成的现实图景,总结了情感演化生成的内在逻辑。研究发现,“情感移植—情感再造—情感升华”是城市基层治理共同体建构中情感演化生成的内在逻辑。其中,情感移植阶段主要采用借鉴方式,重构个体身份认同、强化群体家园归属;情感再造阶段主要运用优化方法,化解矛盾、达成共识,整合资源、激发活力;情感升华阶段主要使用创新手段,营造氛围、培育信任,夯实基础、厚植责任。三个阶段相辅相成、互为补充,构成一个有机整体,不仅为情感治理提供了新的理论视角,也为城市基层治理共同体建构提供了新的启示。
As a social resource, emotion turns out to be adhesive in the construction of urban primary-level governance community. Revolving around the emotion generation in primary-level governance, and combining the practical investigation of “creating a community of acquaintances”in Nanhai District, Foshan City, this study depicts a realistic prospect of the emotions generation in the construction of urban primary-level governance community, and summarizes the internal logic of emotion generation and evolution. This study finds that “emotion transplantation-emotion recreation-emotion sublimation”is the internal logic of emotion generation in the urban primary-level governance community. Specifically, the emotional transplantation stage is to reconstruct individual identity and strengthen collective by adopting the reference method;the emotion recreation stage is to resolve conflicts and reach consensus, and integrate resources to stimulate vitality by optimizing plans;the emotional sublimation is to create an atmosphere to cultivate trust, consolidate the foundation and strengthen the responsibility through using innovative means. The three stages complement each other and form an organic whole, which not only provides a new theoretical perspective for emotional governance, but also provides new inspirational ideas for the construction of urban primary-level governance community.
