摘要
数字包容是图书馆公共事业的组成部分,是其社会包容性的重要体现。公共图书馆通过数字包容提升自己的服务能力与社会价值。通过文献调研与网络调查,对英国公共图书馆近年来数字包容实践进行梳理可以发现,该国的数字包容服务得到了政府部门的政策支持,通过法律规范图书馆服务、数字访问与借阅权限,凭借统一行动提升数字包容服务能力,并且能够与合作伙伴共创数字文化。我国公共图书馆应站在公共文化事业发展的角度,争取政府重视、明确法律法规、统一数据采集、提升自身能力、提供支持读者终身学习的多样化服务与安全访问,在数字文化、数字体验中创新发展数字包容服务。
As a part of library public service,digital inclusion is an important embodiment of social inclusion.Public library enhances its service ability and social value through digital inclusion.The practice of digital inclusion in British public libraries is studied by literature research and network survey.It shows that the distinctive service in British has received policy support from the government.Library services,digital access and lending rights are regulated by legal norms,digital inclusion service is improved through unified actions,and they could create digital culture with partners.From the perspective of the development of public culture,public libraries in China should seek government support,clarify laws and regulations,unify data acquisition,enhance service capabilities,provide diversified services and secure access to support users’lifelong learning,and innovate and develop digital inclusion service in digital culture and digital experience.
