摘要
脱贫攻坚是全面推进乡村振兴的前提基础,乡村全面振兴是巩固脱贫成果的根本出路,农村经济社会的可持续发展需要脱贫攻坚与乡村振兴形成联动机制。当前二者在衔接过程中面临着统筹协调工作不畅,农村集体经济薄弱,易地搬迁治理低效,自主脱贫意识淡薄,资源过度开发利用,利益联结要素缺乏等多重困境。浙江德清在脱贫攻坚与乡村振兴衔接中采取集成推进农村综合改革,大力发展特色优势产业,全面提升乡村善治水平,积极探索绿色发展道路提供了有益的经验和启示。现阶段应采取整合政策力量与深化农村改革、产业融合发展与农村集体经济、易地搬迁脱贫与城乡融合发展、智志双扶解困与基层治理体系、生态环境保护与人居环境改善、利益联结建构与提高农民收益等六个方面衔接的关键举措,推进乡村全面振兴。
Poverty alleviation is the foundation of comprehensive rural vitalization, and comprehensive rural vitalization is the fundamental way to consolidate and expand the achievements made in poverty alleviation.The sustainable development of rural economy and society needs to consolidate the achievements made in poverty alleviation in coordination with the extensive drive for rural vitalization.At present, they are faced with multiple difficulties in the process of convergence, such as poor overall coordination, weak rural collective economy, inefficient relocation management, weak awareness of independent poverty alleviation, over exploitation and utilization of resources, lack of interest connection elements and so on.Deqing of Zhejiang Province has provided useful experience and enlightenment for poverty alleviation in coordination with rural vitalization, which can be summarized in four dimensions: promoting comprehensive rural reform, vigorously developing characteristic industries, comprehensively improving the level of rural governance and actively exploring the path of green development.At this stage, six key measures should be taken to promote rural vitalization, such as integrating policy strength and deepening rural reform, industrial integration development and rural collective economy, relocation to achieve poverty alleviation and integrated urban-rural development, cultivating intelligent and ambitious and grass-roots governance system, ecological environment protection and improvement of living environment, construction of interest community and improvement of farmers’ income.
