摘要
乡村振兴战略是党和政府推进农业农村现代化的重大战略,而农村社会治理是助力乡村振兴的重要手段。乡村振兴给农村社会治理提出新的要求,也给农村社会治理带来新的挑战:行政管理效率对社会治理手段和方式提出挑战;自发的流动给农村社会管理带来技术难题;个体化背景下的治理主体的缺位。数字治理、柔性治理、多元共治等治理技术和理念是社会治理助力乡村全面振兴新的趋势和方向,为乡村有效治理和全面振兴提供新的理念指引和技术支撑。党领导下的多元共治是社会治理助力乡村全面振兴的有效路径,要建立健全党组织领导、村民自治组织主导、人民群众为主体的基层社会治理框架;畅通农民参与农村社会治理的渠道和路径;加强农村公共服务体系建设;发挥村规民约等柔性治理手段;加强传统治理手段和新兴治理技术融合。
Rural revitalization strategy is a great strategy of the Party and the government to promote the modernization of agriculture and rural areas, and rural social governance is an important tool to help rural revitalization. Rural revitalization puts forward new demand as well as challenges for rural social governance: administrative efficiency challenges the means and methods of social governance;spontaneous mobility poses technical difficulties for rural social governance;and there exists absence of governance subjects in the context of individualization. Digital governance, flexible governance, and pluralistic common governance are the new trends and directions of social governance to help comprehensive rural revitalization, providing new conceptual guidance and technical support for effective rural governance and comprehensive revitalization. It is necessary to establish and improve the framework of grassroots social governance led by the Party organizations, and led by villagers’ selfgovernance organizations and the people;it is necessary to open up channels and paths for farmers to participate in rural social governance;it is necessary to strengthen the construction of rural public service system;it is necessary to give play to flexible governance means such as village rules and regulations;and it is necessary to strengthen the integration of traditional governance means and new governance technologies.
