摘要
城市街道作为城市管理的最基层单位,承担大量交通拥堵疏导、机动车与非机动车停车管理等交通治理责任,街道层面交通发展策略研究的缺失,以及相关责任、职权的不匹配,增加了街道交通治理的难度。面对随经济发展而日益增长的交通需求,街道区域面临交通拥堵严重、停车难、共享单车乱停乱放等多重挑战,未来交通矛盾将更加突出。本文以北京市海淀区西三旗地区为例,从道路网、公共交通、停车设施、共享单车等四个方面分析交通存在的主要问题,并提出街道区域交通发展思路,为未来的城市发展规划提供交通保障。
As the most basic unit of urban management,urban subdistricts undertake a large number of transportation governance responsibilities,including traffic congestion relief,automobile and non-motor vehicle parking management.The lack of transportation development strategies at the subdistrict level,as well as the mismatch of relevant responsibilities and authorities,increase the difficulty of transportation governance.In the face of the increasing transportation demand with economic development,urban subdistrict is faced with multiple challenges such as serious traffic congestion,hard parking,and disorder parking of shared bikes.The transportation contradiction will become more prominent in the future.Taking Xisanqi Area,Haidian District,Beijing as an example,this study analyzes the main transportation problems from four aspects,including road network structure,public transportation,parking facilities and shared bikes.Finally,this study puts forward the strategy of transportation development in subdistrict to provide transportation guarantee for the future urban development planning.
