摘要
水网建设是破解现阶段复杂水问题的重要抓手,对水资源、水生态环境持续健康发展和保障水安全意义重大.选取了26个指标构成评价体系,利用熵权法和云物元模型对信阳市水网建设效果进行了定性、定量分析.结果表明:信阳市水网建设效果在不断提升,水网管理及智慧化有明显的提升,水生态环境和防洪排涝能力持续提升,很大程度上保障了城市发展空间的基本安全底线,水资源开发利用提升较缓慢,其主要影响指标是供水安全系数及水资源开发利用情况,随着供水水源的多样化,未来这种情况也会得到缓解.
The construction of water network is an important starting point to solve the complex water problems at the current stage,and it is of great significance to the sustainable and healthy development of water resources,water ecological environment and ensuring water security.We select 26 indicators to form an evaluation system,and use the entropy weight method and the cloud matter-element model to qualitatively and quantitatively analyze the water network construction effect in Xinyang City.The results show that the effect of water network construction in Xinyang City is constantly improving,the water network management and intelligence have been significantly improved,and the water ecological environment and flood control and drainage capacity have continued to improve,which largely guarantees the basic safety bottom line of urban development space.The development and utilization is relatively slow,and its main impact indicators are the safety factor of water supply and the development and utilization of water resources.With the diversification of water supply sources,this situation will be alleviated in the future.
