摘要
基于文本挖掘技术,并构建PMC指数模型对我国2005―2021年发布的都市圈发展政策进行量化评估。结果表明:现行有关促进都市圈发展政策的制定效果整体较好,设计较为合理,多数政策属于良好等级;国家级政策在政策倾向指标维度的优势凸显,而省市地方政策在政策内容指标维度的优势凸显;多数政策在“政策主体”“政策领域”和“政策工具”三个二级指标维度方面存在较大的改进空间;现行政策未来优化路径呈现趋同。
Based on text mining technology and the construction of PMC(Policy Modeling Consistency) index model, the quantitative evaluation of China’s metropolitan area development policies from 2005 to 2021 was carried out. The results show that the existing policies for promoting the development of metropolitan areas have good effect and are well designed, and most of them are in good grade. The advantages of national policies in policy tendency index are prominent, while the advantages of provincial and local policies in policy content index are prominent. Most policies have great room for improvement in the three secondary index dimensions of "policy subject" "policy domain" and "policy tool". The future optimization path of current policies shows convergence.
