区块链背景下大气污染物排放监管信息的共享体系建构——以机动车尾气排放为例 被引量:7

Construction of a Sharing System for Air Pollutant Emission Supervision Information in the Context of Block-Chain:Taking Motor Vehicle Exhaust Emissions as an Example

摘要 应对全球气候变化的“双碳”目标和实现“十四五”提出的生态文明建设远景目标对我国大气污染物排放监管治理提出了更高的要求。针对当前大气污染物排放监管过程中存在的监管主体复杂、信息利用率低、信息共享不足和不畅等问题,论文从管理模式创新、技术架构重构、业务流程优化三个维度构建了区块链背景下的大气污染物排放监管信息的多维共享体系。并以机动车尾气排放为例,通过实地调研和专家咨询等方式,实证分析区块链背景下机动车尾气排放监管信息共享的流程重构。研究表明,论文构建的区块链背景下大气污染物排放监管信息的共享体系能够有效提高监管信息的共享意愿,从而提升监管效力,为改善城市大气污染提供新思路和信息化支撑。 The “double carbon” goal of coping with global climate change and the realization of the long-term goal of ecological civilization construction proposed in the “Fourteenth Five-Year Plan” put forward higher requirements for our country’s air pollutant emission supervision and governance.Aiming at the problems existing in the current air pollutant emission supervision process,such as complex regulatory bodies,low information utilization,insufficient information sharing,and poor information sharing,this paper constructs a multi-dimensional sharing system of air pollutant emission supervision information in the context of block-chain from three dimensions:Management model innovation,technical architecture reconstruction,and business process optimization.Taking the vehicle exhaust emission as an example,through field research and expert consultation,it empirically analyzes the process reconstruction of vehicle exhaust emission supervision information sharing in the context of block-chain.The research shows that the sharing system of air pollutant emission supervision information under the background of block-chain constructed in this paper can effectively improve the willingness to share supervision information,thereby improving the effectiveness of supervision,and providing new ideas and information support for improving urban air pollution.
