摘要
马铃薯是世界第三大粮食作物,对人类文明做出了卓著贡献。中国当代马铃薯产业的发展,是伴随着脱毒种薯的不断推广而发展的,但质量与欧美发达国家有较大差距,其主要原因之一在于马铃薯种薯未实行认证制度,市场混乱,马铃薯种薯质量参差不齐,影响了马铃薯产业的健康发展。文章对马铃薯种薯质量与马铃薯产业的关系进行了全面阐述,对中国脱毒种薯生产、质量管理现状及存在问题进行分析,提出了中国推行马铃薯种薯认证的对策,即加快推进种薯认证法律体系建设、加快制定配套检测标准体系、健全认证队伍、加大财政对种薯认证的支持力度、加大认证工作宣传力度、压实地方政府及行业管理部门的责任等措施,以此为马铃薯产业的健康发展提供借鉴。
Potato is a world's third largest food crop,and made outstanding contributions to human civilization.The development of contemporary potato industry in China is accompanied by the continuous extension of virus-free seed potatoes,but there is still a big gap in quality compared with European and American developed countries.One of the main reasons is that the certification system is not implemented,the market is chaotic,and the quality of seed potatoes is uneven,which affects the healthy development of potato industry.In this article,the relationship between the quality of seed potato and potato industry was comprehensively expounded,the present situation and existing problems of production quality management of virus-free seed potato in China were analyzed,and the countermeasures of carrying out certification of seed potato were put forward,i.e.accelerate the construction of seed potato certification legal system,speed up the development of supporting testing standard system,improve the certification team,strengthen financial support for seed potato certification,intensify the publicity of certification work,and consolidate the responsibilities of local governments and industry authorities,so as to provide references for the healthy development of the potato industry.
