摘要
在“双一流”建设背景下,对高等教育财政资源效率进行评价从而进行合理配置与结构优化,是实现高等教育内涵式发展的重要前提。运用DEA-BCC模型和Malmquist指数模型,以西部地区11个省份为对象,对高等教育财政经费效率进行测算与评价。研究发现:静态效率方面,西部地区整体处于非DEA有效状态,仅有少数省份达到效率最优;2018年四川等高教强省的综合效率有所提升,但青海等弱省效率有所下降,纯技术效率不足则是限制效率提升的主要原因。动态效率方面,西部地区的全要素生产率整体处于下降态势,主要归结为技术进步率的降低;随着时间演变,全要素生产率呈现“M型”波浪式变化;在省份比较中,仅有重庆和陕西两个省份表现为稳步提升态势。影响因素方面,地方的研发基础、人力资本能够有效提高高等教育财政经费效率,而经济实力和政府支持并未对经费效率的提升产生正向作用,产业结构、城镇化率的影响并不明显。提高西部高等教育财政经费效率必须要紧抓国家政策机遇,科学规划财政资源投入;完善西部高校治理体系,提高资源配置效率;依托当地经济发展,推动高校科创及优势学科建设。
Under the background of"double first-class"construction,it is of great significance to evaluate the efficiency of financial resources of higher education so as to make rational allocation and structural optimization for realizing the connotative development of higher education.This paper uses DEA-BCC method and Malmquist index method to calculate and evaluate the efficiency of financial funds for higher education based on the panel data of 11 provinces in the western region.It is found that:In terms of static efficiency,the western region is in a non DEA effective state as a whole,and only a few provinces achieve the best efficiency;The comprehensive efficiency of strong higher education provinces such as Sichuan increased in 2018,but the efficiency of weak provinces such as Qinghai decreased,and the lack of pure technical efficiency is the main reason limiting the improvement of efficiency.In terms of dynamic efficiency,the total factor productivity of the western region is in a downward trend as a whole,which is mainly attributed to the reduction of technological progress;With the evolution of time,total factor productivity presents an"M-shaped"wave change;In the comparison of provinces,only Chongqing and Shaanxi showed a steady improvement trend.In terms of influencing factors,local R&D foundation and human capital can effectively improve the efficiency of financial funds for higher education,while economic strength and government support do not have a positive effect on the improvement of financial efficiency,and the impact of industrial structure and urbanization rate is not obvious.To improve the efficiency of financial funds for higher education in western China,we must grasp the opportunities of national policies and scientifically plan the financial resources input;Improve the western university governance system and improve the efficiency of resource allocation;Relying on the local economic development,promote the construction of science and innovation and advantageous disciplines in colleges and universities.
