摘要
中老铁路磨万段因老挝铁路自身基础条件薄弱,在规章制度、作业流程、人员技术、作业安全防护等多个方面仍然存在一些待优化完善的需求。基于对中老铁路CTC系统相关的列车和调车作业进行研究,通过对现场实际作业情况的分析和总结,提出作业综合管控一体化的技术方案。结合列调作业特点,建立以事件周期为框架的阶段化管控模式,将管理规章、制度要求模块化、层级化,形成以技防为主进行安全卡控的作业综合管理方法。通过作业综合管控实现对设备、人员、作业流程等生产要素在作业过程中的闭环管理,提升生产作业各个阶段的作业效率。相关技术应用的研究和方法探索,能够更好地辅助中老铁路运输生产业务的稳步发展。
Due to the poor condition of the Laos railway, the Moding-Wanxiang section of the China-Laos Railway still needs to be optimized in terms of rules and regulations, operation process, personnel technology, and operation security. After investigating the related train and shunting operations of the China-Laos Railway centralized traffic control(CTC) system, this paper proposed an integrated operation control technical scheme by analyzing the on-site operation. Combined with the characteristics of train dispatching operations, the paper built a phased control mode based on the event cycle, in which the management regulations and system requirements were modularized and hierarchical, forming the comprehensive management method of safety control based on technical prevention. Through the integrated operation control technology, the closed-loop management of the production factors such as equipment, personnel, and operation process was realized, which improved the efficiency and safety control of the operation industry at all production operation stages. The research and method exploration of related technology applications can facilitate the transportation business development of the China-Laos Railway.
