摘要
基于模糊思想与QFD方法,以长三角地区三省一市最新颁布的科技成果转化政策为目标,通过五项科技成果转化政策功能、十二项科技成果转化政策维度的重要度与实施效果分析,设计科技成果转化政策的有效性评价方法,实证研究长三角地区的科技成果转化的具体情况,得出长三角地区可以通过改善人才投入、融资支持、基础建设和信息服务四个维度的政策工具来提高科技成果转化政策的有效性;由此为例,政府可以从有效性评价的结果出发,完善先行政策的不足,从而颁布强针对性的科技成果转化政策,来不断提升地区的科技创新实力。
Based on fuzzy thinking and QFD method, aiming at the latest scientific and technological achievements transformation policy promulgated by "three provinces and one city" in the Yangtze River Delta region, through the analysis of the importance and implementation effect of five scientific and technological achievements transformation policy functions and twelve scientific and technological achievements transformation policy dimensions, this study designs the effectiveness evaluation method of the transformation policy of scientific and technological achievements,and empirically studies the specific situation of the transformation of scientific and technological achievements in the Yangtze River Delta region. It is concluded that the Yangtze River Delta region can improve the effectiveness of the policy for the transformation of scientific and technological achievements by improving the four dimensions of "talent input", "financing support", "infrastructure" and "information service". It is of great significance and is a new method for policy research on the transformation of scientific and technological achievements.
