摘要
通过对战略性新兴产业与高质量发展间的耦合机理进行分析,构建战略性新兴产业和高质量发展耦合协调度的评价模型,利用2010—2019年中国31个省份的相关数据,测量战略性新兴产业和高质量发展的综合水平及其耦合协调关系。研究发现,战略性新兴产业与高质量发展的水平均呈现稳步增长的态势,两者间的耦合协调等级也在不断提高,但仍处于高等级省域少、低等级省域多的“金字塔”模式,整体处于失调状态,并且战略性新兴产业与创新、开放两个子系统的耦合协调度差于总体的耦合协调情况。根据以上结论,提出促进战略性新兴产业与高质量发展的政策建议。
By analyzing the coupling mechanism between strategic emerging industries and high-quality development,this paper constructs an evaluation model for the degree of coupling and coordination between strategic emerging industries and high-quality development. Using the relevant data of 31 provinces in China from 2010 to 2019,the comprehensive level of strategic emerging industries and high-quality development and their coupling and coordination relationships were measured. The study found that the levels of strategic emerging industries and highquality development have shown a steady growth trend, and the level of coupling and coordination between the two is also increasing;however, it is still in a "pyramid" model with few high-level provinces and many low-level provinces,and is in a state of imbalance as a whole, and the degree of coupling coordination between strategic emerging industries and the two subsystems of innovation and opening is worse than the overall coupling coordination. Based on the above conclusions, policy recommendations for promoting strategic emerging industries and high-quality development are put forward.
