江苏陆海统筹江海联动发展海洋经济策略研究 被引量:1

The Land-sea Coordinate and Yangtze River-ocean Linkage of Jiangsu to Develop the Marine Economy

摘要 陆海统筹江海联动是江苏实施海洋强省战略、推动沿海地区高质量发展和区域协调发展的重要路径。江苏以沿海和沿江经济组成了独特的海洋经济结构以及“江强海弱”的省情,陆海统筹江海联动发展海洋经济极为重要。在系统分析江苏陆海统筹江海联动现状的基础上,研究了存在的主要问题及其原因。运用增长极理论、共生理论、产业关联理论和系统论等理论分析江苏陆海统筹江海联动的作用机制,厘清江苏陆海统筹江海联动发展海洋经济的现实基础和基本原则。从以完善产业链为纽带、以吸引全球优质要素资源为纽带、以打造创新链为纽带等7个方面提出对策建议。 Land-ocean coordinate and Yangtze River-ocean linkage is an important path for Jiangsu to implement the strategy of strengthening the province by ocean and to promote the high-quality development of coastal areas and coordinated regional development.Jiangsu has a unique marine economic structure composed of coastal and riverside economies and the provincial conditions of"the river is strong and the ocean is weak".It is extremely important to develop marine economy by Land-ocean coordinate and Yangtze River-ocean linkage.Based on the systematic analysis of the current situation of Jiangsu’s land-ocean coordinate and Yangtze River-ocean linkage,this paper studies and judges the main problems and their causes.And use growth pole theory,symbiosis theory,industry correlation theory and system theory to analyze the action mechanism of Jiangsu’s land-ocean coordinate and Yangtze River-ocean linkage,make clear the practical basis and basic principal.Countermeasures and suggestions are put forward from seven aspects,including improving the industrial chain as a link,attracting global high-quality factor resources as a link,and building an innovation chain as a link.
