摘要
为提升高速公路对路衍经济的带动效用,研究既有营运服务区区域融合的适应性水平,针对性提出开放发展路径。在系统分析服务区与地区耦合效应基础上构建“CRITIC-耦合协调度”模型,评价营运服务区区域融合的耦合协调度。运用评价结果,反向溯源融合过程中存在的问题和发展空间,提出与不同服务区适配的开放提升路径,确定开放实施的必要性、方向以及着力点。对鹤壁和周口东服务区进行实证分析,首先评价得到其耦合协调度分别为严重失调和初级协调,内部条件水平系数均低于外部环境水平系数,由此明确开放的必要性;其次,相关过程性指标表明鹤壁服务区宜开放发展商贸和物流功能,而周口东服务区宜发展客运接驳功能;最后,结合上述开放方向对两座服务区提出具体的实施着力点。
In order to enhance the driving effect of expressway on the road extension economy, the adaptability evaluation method of regional integration for existing operational service areas and their corresponding opening paths are studied. By systematically analyzing the coupling effect between service areas and local regions, the “Criteria Importance Though Intercriteria Correlation(CRITIC)-Coupling Coordination Degree” model was constructed to evaluate the coupling coordination degree of regional integration of operational service area. The problems and development space in the process of integration were traced back to the source according to the evaluation results. Then, opening paths adapted to different service areas were carried out, that is, determine the implementation necessity, direction and focus of opening. The empirical analysis of the Hebi and Zhoukou East service areas shows that the evaluation results indicate that the coupling coordination degrees of the two service areas are severe dissonance and primary coordination, respectively. Moreover, the internal coefficient is lower than the external coefficient, determining the necessity of opening for the case service areas. The results of related process indexes imply that the Hebi service area is suitable for expanding business and logistics functions, while the Zhoukou East service area has potential to expand the passenger connection function. Finally, combined with the above opening directions, specific implementation focuses of opening are proposed for the case service areas, respectively.
