摘要
为解决海上油气田开发项目质量监管力量薄弱的问题,促进上中下游工程质量监督一体化建设,有效发挥质量监督职能,促进建设工程高质量发展,探索更加适用于海上油气田开发项目质量监督模式。通过建立基于质量评估的监督模式,重点在于识别所有质量管理实施过程中良好的质量行为、违规行为和不足行为,分享项目质量管理实施过程中的良好实践,同时形成质量管理经验教训知识库,为以后质量管理提升工作提供参考和依据。依据差别化监管原则建立差别化的工程质量监督评级体系,通过构建工程质量差别化监管系统,并针对不同类别的工程项目和不同的责任主体打造差别化的质量监管模式。基于质量评估和差别化的质量监管模式,使企业质监机构在海上油气田开发项目中,更有效地行使质量监督职能,更合理地分配质量监督资源,更好地提升质量监督效率和监督水平。基于质量评估和差别化监管模式的质量监督研究,可为质监机构开展海上油气田开发项目建设工程质量监督提供参考。
In order to solve the problem of weak quality supervision force of offshore oil-gas field development projects, promote the integrated construction of upstream, middle and downstream project quality supervision, give effective play to the quality supervision function,improve the high-quality development of construction projects, and explore a quality supervision mode more suitable for offshore oil and gas field development projects, the paper establishes a supervision mode based on quality evaluation, and focuses on identifying all good quality behaviors, violations and insufficient behaviors in the implementation of quality management, share good practices in the implementation of project quality management, and form a knowledge base of quality management experiences and lessons so as to provide reference and basis for the improvement of quality management in the future. According to the principle of differentiated supervision, the paper establishes a differentiated engineering quality supervision and rating system, and then by building a differentiated engineering quality supervision system, the paper creates a differentiated quality supervision mode for different types of engineering projects and different responsible subjects. Quality supervision model based on quality evaluation and differentiation can enable the enterprise quality supervision organization to exert the quality supervision function more effectively, allocate quality supervision resources more reasonably, and better improve the efficiency and level of quality supervision in offshore oil and gas field development projects. The research of quality supervision based on quality evaluation and differentiated supervision mode can provide reference for quality supervision institutions to carry out quality supervision on construction engineering of offshore oil and gas field development projects.
