摘要
目的通过文献梳理,对疾控部门出现较多频次的问题及对策进行分析和评述,了解我国疾控部门突发公共卫生事件应急能力现状,为中国公共卫生事业有关应急能力的管理工作提供一定依据。方法借助ROST-CM6软件对66篇相关文献进行文本分析,先进行分词,分词之后分析高频关键词,最后进行社会语义网络分析。结果通过文本高频关键词,及社会语义网络图可以看出我国疾控机构突发公共卫生事件应急能力问题主要体现在人员结构不平衡,专业素质参差不齐;应急预案可操作性不强;应急演练次数较少、内容单一;对物资储备缺少需求评估及统一协调管理;实验室检测能力不足,传染病报告及时性有待提高。结论我国疾控机构突发公共卫生事件应急能力有待进一步提高,今后应重视人才培养、优化人才结构;提升应急预案的科学性和有效性;以需求为导向做好物资储备,创新应急物资管理方式;加强培训演练、提升应急人员的处置能力;加强实验室检测能力,提高传染病报告的及时性、准确性和规范性。
Objective Through literature review,analysis and review of the disease control department frequently appeared problems and countermeasures,to understand the current situation of the emergency capacity of Chinese disease control departments for public health emergencies,and to provide some basis for the management of emergency capacity of Chinese public health undertakings.Methods With the help of ROST-CM6 software,text analysis of 66 relevant literatures was carried out.Word segmentation was carried out first,high-frequency keywords were analyzed after word segmentation,and finally social semantic network analysis was carried out.Results Through the text high-frequency keywords and social semantic network graph,it can be seen that the problems of the emergency capacity of Chinese disease control agencies for public health emergencies are mainly reflected in:unbalanced personnel structure,uneven professional quality;the operation of emergency plan is not strong;emergency drill fewer times and single content;lack of needs assessment and unified coordination management of material reserves;laboratory testing capacity is insufficient and the timeliness of infectious disease reporting needs to be improved.Conclusion The ability of Chinese disease control institutions to respond to public health emergencies needs to be further improved.In the future,more attention should be paid to personnel training and optimizing the structure of personnel.Emergency plans should be made more scientific and effective,materials should be stored in a demand-oriented manner,and emergency materials management methods should be innovated,strengthening training and drills to improve the handling capacity of emergency personnel,strengthening laboratory testing capacity,improving the timeliness,accuracy and standardization of infectious disease reporting.
