摘要
作为欧洲乃至全世界乡村景观保护与利用的典范,英国的乡村景观规划体系经过长时间的探索与发展日趋成熟。借鉴其规划政策与管理体制的优秀经验,对于中国乡村景观保护与建设具有积极意义。从时间维度系统阐述英国乡村景观政策法规与管理体制的演变与特征,总结其在乡村景观保护方面的特色做法与优秀经验。结合中国乡村景观规划政策的发展历程与乡村建设面临的问题,提出乡村振兴背景下中国乡村建设的启示与建议,即发挥景观规划体系作用以保护乡村景观特色、健全乡村景观法律法规及其监管评价机制、完善自下而上的管理体制并鼓励公众参与。
As a model for the protection and utilization of rural landscapes in Europe and even the world,the planning system of a rural landscape in Britain has become mature after a long time of exploration and development.Drawing lessons from its excellent experience in planning policy and management systems is of positive significance to the protection and construction of rural landscapes in China.Therefore,this paper systematically expounds on the evolution and characteristics of policies,regulations and management systems of a rural landscape in Britain from the time dimension and summarizes its characteristic practices and excellent experience in rural landscape protection.Then combined with the development of China’s rural landscape planning policy and the problems faced by rural construction,put forward the rural construction of China under the background of rural revitalization inspiration and suggestions.That is to give full play to the role of the landscape planning system to protect rural landscape characteristics,improve rural landscape laws and regulations and supervision and evaluation mechanisms,improve the bottom-up management system and encourage public participation.
