摘要
“强师计划”是继教师教育振兴行动计划之后又一个推进教师队伍建设的纲领性文件。研究首先考察了“强师计划”政策价值分析的理论基础;其次,分析该政策所具有的元价值、工具性价值和发展性价值;再次,提出“强师计划”政策的价值实现主要受制于教师教育结构失衡、总体质量不高、教师教育体系不完善、教师队伍治理水平有限以及改革政策工具运用不充分;最后,从政治支持、理论资源、组织赋能和战略治理等方面提出实现“强师计划”政策价值的四点建议。
The“Basic Education Teachers Enhancement Program”is another programmatic policy to promote the construction of teacher education after the Action Plan for Revitalizing Teacher Education.This paper first examines the theoretical basis of the policy value analysis of the“Basic Education Teachers Enhancement Program”;secondly,it analyzes the meta value,instrumental value and developmental value of the policy;thirdly,the authors argue that the value realization of the policy of“Basic Education Teachers Enhancement Program”is mainly restricted by the imbalance of teacher education structure,the low overall quality,the imperfect teacher education system,the limited governance level of teachers and the insufficient use of reform policy tools;finally,the article puts forward four suggestions to realize the policy value of the“Basic Education Teachers Enhancement Program”from the aspects of political support,theoretical resources,organizational empowerment and strategic governance.
