摘要
实现要素市场化配置是破除阻碍要素自主有序流动的体制机制障碍、推进兰西城市群高质量发展的必由之路。以城市群要素市场的运行机理为基础,兰西城市群坚持科学配置各类要素资源,已在要素市场化配置方面取得积极成效,但土地市场化程度较低、劳动力流动渠道不畅、资本供给较为单一、科技成果产业化程度较低、数据要素市场发展水平偏低等非市场化因素制约了兰西城市群要素市场化配置的进一步发展。未来应从提高土地要素配置效率、推动劳动力要素合理畅通有序流动、推动资本要素服务实体经济发展、促进技术要素向现实生产力转化、探索建立数据要素流通规则等方面推进兰西城市群要素市场化改革的实施,走出一条西部地区特色的优化要素市场化配置路径,为完善全国要素市场制度提供范例。
The market-oriented allocation of factors is the only way to break down the obstacles of institutional mechanisms that hinder the independent and orderly flow of factors,and to promote the high-quality development of the Lanzhou-Xining Urban Agglomeration.Based on the operation mechanism of the factor market of the urban agglomeration,the Lanzhou-Xining Urban Agglomeration insists on the scientific allocation of various factor resources and has achieved positive results in the market-oriented allocation of factors.But non-market-oriented factors such as the low degree of land marketization,poor labor flow channels,single capital supply,low degree of industrialization of scientific and technological achievements and low level of development of data factor market have constrained the further development of the market-oriented allocation of factors in the Lanzhou-Xining Urban Agglomeration.In the future,we should promote the implementation of factor market-oriented reforms in the Lanzhou-Xining Urban Agglomeration in terms of improving the efficiency of land factor allocation,promoting the reasonable,smooth and orderly flow of labor factors,accelerating capital factors to serve the development of the real economy,boosting the transformation of technology factors into real productivity,and exploring the establishment of rules for the circulation of data factors,so as to come out with a path for optimizing factor market-oriented allocation with western characteristics and provide an example for improving the national factor market system.
