摘要
作为影响中国开放型经济新体制迈向更高水平的重要外部因素,国际战略形势在近期乌克兰危机升级和新冠肺炎疫情蔓延的持续推动下正加速进入动荡变革时期。从中国自身的战略利益来看,国际战略形势的发展变化中面临的逆全球化、中美战略竞争、主要大国对华战略转型等重大问题对构建更高水平开放型经济新体制的影响十分深远。因此,在“十四五”期间,需要加强面向地缘政治竞争和全球治理体系的制度建设,并积极推动现有国际秩序和国际规则改革,为抵御大国博弈带来的对外开放风险创造更多战略空间。
As an important external factor that affects China’ s new open economic system moving to a higher level, the world strategic situation is entering a period of turbulence and change amid the escalation of the Ukraine crisis and the spread of the COVID-19 pandemic. From the perspective of China’ s own strategic interests, major issues in the development and changes of the international strategic situation such as anti-globalization, China-US strategic competition and strategic transformation of major powers toward China exert a profound impact on the country’ s construction of a new open economic system at a higher level. Therefore,during the 14th Five-Year Plan period(2021-2025), it is necessary to strengthen system construction regarding geopolitical competition and global governance, actively advance the reform of the existing international order and rules as well as create more strategic space for confronting the risks of opening-up brought about by the competition among major powers.
