民营企业参与甘肃贫困治理的模式与动机——基于共同富裕愿景下的案例研究被引量：1

The Mode and Motivation of Private Enterprises to Participate in Poverty Governance in Gansu Province——A Case Study Based on the Common Prosperity Vision

摘要要实现共同富裕,就必须消除贫困、改善民生,而民营企业作为我国经济发展的重要力量,直接影响共同富裕的实现进度。因此,厘清民营企业参与扶贫的动机与价值创造机制,对于我国扶贫事业的发展至关重要。文章通过选取甘肃省一家民营企业参与贫困治理的案例实践,在分析企业参与贫困治理、积极履行社会责任的基础上,探究民营企业参与贫困治理的动机。研究结果表明:(1)扶贫政策能够给民营企业带来一定的便利,然而,随着扶贫政策实施的深入,如何建立具有长效、包容的机制才是真正解决“返贫困”问题的关键。(2)尤其是处于发展期的本土民营企业,对于参与贫困治理所产生的经济效益和社会效益更为敏感。我国应最大程度的开发所处贫困地区的潜在资源,形成企业与地区贫困治理的共赢机制。 To achieve common prosperity, we must eliminate poverty and improve people’s livelihood. As an important force of China’s economic development, private enterprises directly affect the progress of the realization of common prosperity. Therefore, it is very important for the development of poverty alleviation in China to clarify the motivation and value creation mechanism of private enterprises. This paper selects a private enterprise in Gansu Province participating in the poverty governance as a case practice, and based on an analysis of the enterprise participating in poverty governance and actively fulfilling its social responsibility, explores the motivation of private enterprises’ participation in poverty governance. The results show that:(1) the poverty alleviation policy can bring certain convenience to private enterprises, and however, with the deepening of the implementation of the poverty alleviation policy, how to establish a long-term and inclusive mechanism is truly a key to solving the problem of “returning to poverty”;(2) especially the local private enterprises in the developing stage are more sensitive to the economic and social benefits of participating in poverty governance. China should develop the potential resources in the poverty-stricken areas to the greatest extent, and form a win-win mechanism of enterprises and regions in the poverty governance.
