The opening of Qiongzhou as a treaty port took 18 years, which covered three phases: preparation, suspension and final completion. The evolution of the three phases demonstrated British efforts in controlling the cost of opening ports in China, regulating the trade between Hong Kong and western Guangdong, and maneuvering its relations with China, the United States and France, under evolving historical circumstances. This article uncovers the multiple considerations behind the expansion of British interests in China, including cost control, internal distribution of colonial benefits, diplomatic maneuvers against China, as well as competition with other foreign powers. The opening of Qiongzhou not only brought the “Singapore-Qiongzhou-Hong Kong” trade under the regulation of the treaty system, but also connected the British and French colonial markets in the Far East.As a result, the tributary trade network that had functioned for hundreds of years in this area had henceforth been replaced by the Western treaty system.
