摘要
自我革命是中国共产党跳出历史周期率的第二个答案。为保障党的自我革命深入推进,党的二十大报告提出了完善党的自我革命制度规范体系的目标任务。党的十八大以来,以全面从严治党为主题和主线的自我革命实践奠定了党的自我革命制度规范体系的理论架构。党的自我革命制度规范体系,是保障党的自我革命顺利推进的刚性框架和规则依据。党的自我革命制度规范体系具有四重结构:党的自我净化及其制度规范保障、党的自我完善及其制度规范保障、党的自我革新及其制度规范保障、党的自我提高及其制度规范保障。新时代完善党的自我革命制度规范体系的路径选择有:结合党的自我革命的目标任务和现实状况,坚持党的集中统一领导,保持正确的政治方向;坚持问题和需求导向,狠抓党的自我革命制度规范体系的重点任务;坚持和发展党内民主,为完善党的自我革命制度规范体系提供不竭动力;制定完善党内法规体系,充实扩展党的自我革命制度规范体系的实质内容;加强党的自我革命与人民监督协调配合,促进党的自我革命制度规范体系实施效能提升。
The Party’s self-revolution is the second path to jump out of the historical cycle rate.In order to ensure the in-depth advancement and effective development of the Party’s self-revolution,the 20th National Congress of the Communist Party of China proposed the political task of improving the Party’s self-revolutionary institutional normative system.Promoting the self-revolution of the party under the new historical conditions is the only way to build a large party that leads and promotes a comprehensive modernization of the country.The practice of the Party’s self-revolution runs through the Party’s century-old history.Since the 18th National Congress of the Communist Party of China,the practice of comprehensively and strictly governing the Party has been further sublimated into the Party’s self-revolutionary theory and practical awareness,forming a theoretical framework for the Party’s self-revolution.The Party’s self-revolutionary institutional normative system is the rigid framework and rule basis that guarantees the advancement of the Party’s self-revolution.The system of the Party’s self-revolution system contains four structures:the Party’s self-purification and its system norms guarantee,the Party’s self-improvement and its system norms guarantee,the Party’s self-innovation and its system norms guarantee,the Party’s self-improvement and its system norms guarantee.In the new era,the choice of the path to improve the system of the Party’s self-revolutionary system and norms should be combined with the goals and tasks of the Party’s self-revolution and the actual situation,and it is necessary to adhere to the Party’s centralized and unified leadership and maintain the correct political direction.We must adhere to the problem and demand orientation,and pay close attention to the key task of improving the Party’s self-revolutionary system and normative system.It is necessary to uphold and develop inner-Party democracy and consolidate the political foundation of the Party’s self-revolutionary institutional normative system.It is necessary to formulate and improve the system of intra-Party laws and regulations,and build a systematic,scientific and rigorous system of self-revolutionary system of the Party’s self-revolutionary system and perfect rule support.It is necessary to strengthen coordination and cooperation with the people’s supervision,and promote the construction of the Party’s self-revolutionary system and normative system and the improvement of its implementation efficiency.
