摘要
碳普惠作为聚焦于公众群体以及非管控企业的一种新型减排机制,是对现有碳排放权交易的创新和拓展,对助力实现碳达峰碳中和目标具有重要意义。针对广东省碳普惠制及深圳碳普惠体系发展现状,分析了现阶段广东碳普惠机制面临的问题挑战,提出要拓宽碳普惠场景体系,加强碳普惠方法学开发研究,强化碳普惠市场性,推动碳积分与碳市场互联互通,加强偏远地区碳普惠普及推广,搭建粤港澳大湾区碳普惠合作平台等建议策略,旨在推动广东碳普惠机制长足发展。
As a new carbon emission reduction system focusing on the public and non-controlled enterprises,carbon generalized mechanism is both a breakthrough and an expansion of the existing carbon emission trading system,which is of great significance to achieve carbon peaking and carbon neutrality goals.Focusing on the development of carbon generalized mechanism in Guangdong Province and carbon generalized system in Shenzhen,this study analyzes the current challenges faced by Guangdong s carbon generalized mechanism,and proposes suggestions and strategies such as increasing the applicability of the carbon generalized mechanism,strengthening the research of carbon generalized methodologies,strengthening the marketability of carbon generalized mechanism,promoting the interconnection of carbon credit and carbon market,strengthening promotion of carbon generalized mechanism in remote areas,and building a carbon generalized cooperation platform in the Guangdong-Hong Kong-Macao Greater Bay Area.It is to promote the rapid development of Carbon Generalized Mechanism in Guangdong.
