摘要
利益联结机制是农村产业融合的重点内容,因为理想的利益联结机制兼顾各经营主体的利益,有助于促进农村一二三产业融合的发展和稳定。立足制度经济学基本理论,从组织模式、经营模式以及产权关系等视角研究农村一二三产业融合的利益联结机制,分析当前我国农村一二三产业融合的利益联结机制存在的主要问题,如利益联结机制单一化不符合实际,产权、主体不明确,农户参与度不高,利益分配不合理等。提出完善农村一二三产业融合利益联结机制的路径是:因地制宜,打造多元丰富利益联结机制;明晰产权、利益主体;加强思想改造、教育引导与服务;加强政府监管,规范利益分配。
The interest connection mechanism is the key content of rural industrial integration, because the ideal mechanism takes into account the interests of all business subjects, and helps to promote the development and stability of rural primary, secondary and tertiary industrial integration. Based on the basic theory of institutional economics, this paper studies the interest connection mechanism of the integration from the perspective of organizational mode, business mode and property rights relationship, and analyzes the main problems existing in the mechanism of the integration in China. The problems include the simplification of the mechanism being not in line with reality, unclear property rights and subjects, insufficient participation of farmers, and unreasonable interest distribution. The path to improve the mechanism is proposed: to adapt measures to local conditions and create a diversified and rich interest connection mechanism,to clarify the subject of property rights and interests, to strengthen ideological transformation, education guidance and service, and to strengthen government oversight for standardizing the distribution of interests.
