摘要
洪涝风险是气候变化背景下我国面临的主要风险之一。国土空间规划作为国家推进实现治理现代化的重要工具,需要积极予以回应,及时制定和调整洪涝适应性策略。文章借鉴荷兰、美国等国家的经验,构建横向、纵向与时间3个维度,规划体系、空间管控、分类引导和支撑保障4个板块的洪涝适应性策略传导体系,并重点围绕底线衔接和分区传导的空间管控、建设空间和非建设空间指引的分类引导等洪涝适应性策略传导存在的堵点和难点,提出针对性建议。
Flood risk is one of the main risks facing China in the context of climate change.As an important tool of modern governance,territorial space planning needs active response and include flood adaptation strategies formulated and adjusted in a timely manner to deal with the problem.Based on the experiences from the Netherlands,the United States and other countries,the article constructs a flood adaptation strategy system with three dimensions of horizontal,vertical and temporal dimensions,and four plates of planning system,spatial control,classification guidance and support guarantee.In particular,it focuses on the blocking points and difficulties in space control including the bottom line coherence and zoning transmission,classification guidance of construction space and nonconstruction space,and puts forward targeted suggestions.
