摘要
乡村振兴战略实施亟待加快村庄规划管理制度创新。结合南京地方实践,首先分析揭示新时期新型城乡关系发展变化特征,摸清村庄规划的适应性动向,然后面向乡村振兴战略实施和国土空间规划改革,深入认知当前村庄规划管理需求。在此基础上,基于村庄规划管理全域全要素覆盖进行空间分析,尝试探索“分层管控、分级审批”的村庄规划编制管理机制创新和“依法行政、分类管理”的村庄规划实施管理路径创新,以规划创新推动乡村全面振兴。
The implementation of the rural revitalization strategy urgently needs to accelerate the innovation of the village planning management system.Combining the characteristics of Nanjing's local practice,this study first analyzes and reveals the characteristics of the development and changes of the new urban-rural relationship in the new era,and finds out the trend of the adaptability of village planning.Then this study is oriented towards the implementation of the rural revitalization strategy and the reform of land and space planning,and has a deep understanding of the current needs of village planning and management.On this basis,based on the spatial analysis in terms of the coverage of all elements of village planning management,this study attempts to explore the villag eplanning management mechanism innovation of"layered management and control,hierarchical approval"and the village planning implementation management path of"administration according to law and classified management"in order to achieve the purpose of planning innovation to promote the overall revitalization of the countryside.
