摘要
党的二十大报告首次提出了“健全全面从严治党体系”,这是一个重大的理论创新。全面从严治党体系的健全需要形成功能完善的内在支撑要素进行奠基与护航,这些要素分布在全面从严治党体系的奠基层、运行层和保障层等若干层面。在全面从严治党体系的运行和发展中,其内部支撑要素遵循各自独特的行动逻辑,主要通过执政党的主导建构、人民群众的参与建构、党和人民群众的协作共建三重模式展开。新时代以来,全面从严治党体系不断实现发展,但其支撑要素运行仍有待于强化效率性与精准性、组织性与规范性及灵活性和透明性。新征程上进一步健全全面从严治党体系,必须推动其内在支撑要素实现整合和功能强化,不仅要强化对各类支撑要素的积累和创新,也要确保支撑要素在体系内部实现协调发展并提升实践转化效能,还要形成体系本身的科学反馈机制与评价机制,由此才能在优化全面从严治党体系内部结构的基础上推动管党治党水平不断实现提升。
The report of the 20th National Congress of the CPC put forward the requirement of “improving the system of overall and strict governance of the Party” for the first time, which is a major theoretical innovation. The perfection of the system of comprehensive and strict governance of the Party needs to form the internal supporting elements with perfect functions to lay the foundation and escort. These elements are distributed at several levels of the system of comprehensive and strict governance of the Party, such as the foundation layer, the escort layer and the security layer. In the operation and development of the system of comprehensively and strictly governing the Party, the supporting elements follow their own unique action logic, mainly carried out through the triple mode of the leading construction of the Party, the participation and promotion of the people, and the cooperation and co-construction of the Party and the people. Since the new era, the system of overall strict governance of the Party has been developing continuously, but its supporting elements still need to be strengthened in terms of efficiency and accuracy, organization and standardization, flexibility and transparency. To further improve the comprehensive and strict Party governance system on the new journey, we must promote the integration and functional strengthening of its internal supporting elements, strengthening the accumulation and innovation of various supporting elements, ensuring the coordinated development of supporting elements within the system and improving the efficiency of practice transformation, and forming the scientific feedback mechanism and evaluation mechanism of the system itself. Only then can we promote the continuous improvement of the level of Party management on the basis of optimizing the internal structure of the comprehensive and strict Party management system.
