摘要
目的探索构建党风廉政建设效果评价指标体系,为各级党组织开展考核、医院基层党支部进一步做好党风廉政建设工作提供依据。方法运用文献研究法、专家咨询法,初步构建指标体系;根据问卷调查、个别深入访谈和实证研究结果,修正优化指标体系;通过效果评价验证其科学性和可行性。结果建立了由5个一级指标、14个二级指标和3个加分项组成的,附有打分指导和评价依据的医院基层党支部党风廉政建设效果评价指标体系。结论该指标体系与医疗卫生行业基本要求相契合,存在一定的适用和推广价值,对于助力全面从严治党不断走向深入具有一定意义。
Objective To explore the construction of an evaluation index system for the effect of building a clean and honest government, so as to provide a basis for the assessment of Party organizations at all levels and the further improvement of the construction of a clean and honest government by the grass-roots party branches in hospitals. Methods The index system is preliminarily constructed by using the literature research method and expert consultation method;Revise and optimize the indicator system according to the results of questionnaire survey, individual in-depth interviews and empirical research;Through the effect evaluation, the scientificity and feasibility are verified. Results An evaluation index system for the effect of building a clean and honest government in the grass-roots party branch of the hospital has been established, which is composed of 5 primary indicators, 14 secondary indicators and 3 bonus items, with scoring guidance and evaluation basis. Conclusion This indicator system is consistent with the basic requirements of the medical and health industry, and has certain application and promotion value, which is of certain significance for promoting the comprehensive and strict governance of the Party.
