摘要
新时代下,科技创新对经济增长的作用越来越明显,公民科学素质和人力资本是科技创新的基础,而产业集聚是科技创新的基本源泉,在这个过程中,公共图书馆的作用不容忽视。明确公共图书馆对科技创新的影响程度及其机制有助于更好地发挥公共图书馆的作用,促进地区科技创新。本文利用2003-2016年地级市面板数据,采用系统GMM方法,综合考虑交通、互联网基础设施和地理等因素,分析公共图书馆藏书量、产业集聚与科技创新指数之间的关系。结果表明,公共图书馆通过科学传播、科学普及提升人力资本和推动产业集聚的方式可显著促进科技创新,每千人图书馆藏书量增加1%,能够有效提高每万人专利申请授权量0.034%。但不同地区和不同时段,公共图书馆对科技创新的影响程度存在显著差异,东部和中部促进作用显著,而西部和东北部则不明显。
Science and technology innovation is becoming more and more important for regional economic growth in the new era.Public scientific literacy and regional human capital is the base of science and technology inno⁃vation,while industry agglomeration is the fountain of science and technology innovation.During the pro⁃cess,the function of public library is not negligible.Understanding the degree and mechanism that Public li⁃braries promote and escalate the regional capacity of science and technology innovation is important for maximizing the function of public libraries of promoting regional economic growth.Using prefectures’panel data during 2003-2016,with SYS-GMM regression method,considering infrastructure and geographic fea⁃tures,we analyzed the relationship among books collection of public libraries,industrial agglomeration and regional capacity of science and technology innovation.We concluded that public libraries contribute on pro⁃moting human capital and escalating regional capacity of science and technology innovation.1%increase of book collection per thousand persons will cause 0.034%increase of patent numbers per 10 thousand per⁃sons.However,there are difference for the effect of public libraries on science and technology innovation concerning different regions and periods.For the east and the middle regions,mechanism is significant while for the west and the northeast regions,mechanism is not significant.
