摘要
从城市发展转型的“生态文明”“应对多重不确定性”和“系统治理思维”新诉求出发,对城市农业的价值进行了新的审视和研判。发展城市农业有利于促进城市本地食物系统的重构和保障粮食安全,是应对城市社会生态问题的一种基于自然的解决方案,同时可增加城市景观绿地和基础设施的多元性,增强城市土地利用的高效性,提升城市宜居性。由此提出要推动城市农业的发展,需在规划上实现城市建设和农业规划的有效衔接,在应用上择适宜形式,在技术上夯实科技支撑,在政策上强化引导支持。
The value of urban agriculture was reviewed and judged from the new demands of ecological civilization,dealing with multiple uncertainties and systematic governance thinking at the new development stage.The development of urban agriculture is conducive to the reconstruction of urban local food system to alleviate food security problems,and it is a natural-based solution to urban social and ecological problems.At the same time,urban agriculture can increase the diversity of urban landscape green space and infrastructure,enhance the efficiency of urban land use,and enhance the livability of urban residents.Accordingly,in order to promote the development of urban agriculture,the effective connection between urban construction and agricultural planning should be realized in planning,the appropriate form should be selected in application,the technical support should be consolidated,and the guidance and support should be strengthened in policy.
