摘要
本研究尝试将伦理行为引入到政府管理领域,基于伦理型领导的视角,探讨我国基层公务员伦理行为的提升策略,并详细分析公共服务动机的中介作用以及组织伦理氛围的调节作用。通过对两阶段收集到的380名基层公务员样本的统计分析研究发现:伦理型领导对基层公务员的公共服务动机与伦理行为均具有显著的正向影响;公共服务动机能够部分中介伦理型领导对基层公务员伦理行为的提升作用;基层公务员所感知到的组织伦理氛围能够正向调节伦理型领导与其公共服务动机的关系,进而作用于基层公务员伦理行为。
This study attempts to introduce ethical behavior into the field of government management,exploring strategies to enhance the ethical behavior of Junior civil servants in China based on the perspective of ethical leadership,and analyzing in detail the mediating role of public service motivation and the moderating role of organizational ethical climate.Through the statistical analysis of 380 junior civil servants collected in the two stages,this study verifies that:ethical leadership has a significant positive impact on the public service motivation and ethical behavior of junior civil servants.Public service motivation partially mediates the promotion effect of ethical leadership on junior civil servants'ethical behavior.The organizational ethical climate perceived by junior civil servants positively moderates the relationship between ethical leadership and their public service motivation,and then affect their ethical behavior.
