摘要
实现高水平科技自立自强既是现阶段我国科技发展的重要目标,也是构建新发展格局、建设世界科技强国和支撑创新驱动国家高质量发展战略的重要手段。当前针对高水平科技自立自强既是“目的”又是“手段”的二元特质,以及围绕新时期中国特色科技自立自强相关的理论基础和实践维度探讨依然存在一定拓展空间。习近平新时代中国特色社会主义思想是马克思主义中国化的重大理论成果,也是新时期中国特色科技自立自强的理论基石。而熊彼特主义、阿罗—罗默为代表的新发展路线和国家竞争优势等传统创新发展理论,以及中国本土的创新理论研究对新时期中国特色科技自立自强的理论支撑及内在逻辑还需进一步阐释。从实践维度看,实现高水平科技自立自强是一项复杂的系统工程,需要在多个维度并行开展、交互作用和协同推进。总体而言,高水平科技自立自强是我国创新驱动发展战略的重要支撑,也是建设全球学术高地和世界科技强国的必由之路。
In the age of digital economy,supported by next-generation information technologies such as artificial intelligence,the Internet of Things and big data,and at the historic juncture of China's two centenary goals,the global COVID-19 pandemic has had a huge impact on the world economy and politics,and human society is facing profound changes unseen in a century.Over the past 40 years of reform and opening up,China has made remarkable achievements in economic and social development and grown into a major manufacturer and scientific and technological power in the world.However,there is still a gap between China's overall basic research level and scientific and technological innovation ability and that of the world's scientific and technological powers,and there is still a"bottleneck"problem in many key technological fields.Self-reliance and self-improvement in high-level science and technology with Chinese characteristics in the new era is an inevitable path to building China into a world power in science and technology.It is also an important support for the strategy of innovation-driven high-quality development.Self-reliant self-strengthening in science and technology is not only an important goal of scientific and technological development in our country,but also an important means for building a world power in science and technology,constructing a new pattern and situation of development,and realizing the high quality economic and social development strategy driven by innovation.Based on the dual characteristics of"ends"and"means",this research discusses and analyzes the theoretical basis and practical dimension of scientific and technological self-reliance in the new era with Chinese characteristics.The thought on socialism with Chinese characteristics for a new era is a major theoretical achievement in adapting Marxism to Chinese conditions.It is also the most important theoretical cornerstone for China to make itself stronger in science and technology in the new era.Schumpeter and Schumpeterism,the new development theory represented by Arrow-Romer,Porter's theory of national competitive advantage and the theory of sustainable development are all important theoretical basis and strategic logic support for characteristic science and technology self-reliance in the new era.At the same time,some innovative theories and paradigms,rooted in China's local system and culture and combined with oriental wisdom,are typical of China's development in the new era,including:integrated innovation,mission-driven innovation and meaningful innovation are beneficial explorations of the existing theoretical architecuture of innovation,and have important practical guiding significance for China to achieve a high level of scientific and technological self-reliance.From the perspective of practice,self-reliance and self-improvement of science and technology with Chinese characteristics in the new era is a complex and systematic project,which needs to be further strengthened and improved in top-level design,and carried out in parallel,interactive and collaborative in multiple dimensions.Some important means include:developing a new nationwide system for basic research,organized scientific-research,strengthening strategic national scientific and technological power,encourage enterprises to actively participate in basic research,and deepen the integration of government,industry,universities and research institutes.Therefore,the high level of scientific and technological self-reliance with Chinese characteristics in the new era not only includes the active exploration and breakthrough of innovation theory and innovation paradigm,but also the internal demand of innovation-driven high-quality development of the country in the new era.Among them,it is necessary to further give full play to the advantages of the new national system,strengthen the forward-looking planning of basic research,especially in the field of frontier science,further strengthen the advance layout of organized scientific research in advanced and sophisticated fields,release the encouragement and support of the whole society for basic research and the spirit of scientists,and in particular,further stimulate the investment of various enterprises and social capital in scientific research.Promoting the establishment and improvement of a collaborative innovation mechanism that deeply integrates government,industry,universities and research institutes in the new era are all important measures to promote the self-reliance and self-improvement of high-level science and technology with Chinese characteristics in the newera.
