中国特色学科评估的伦理诉求及其实现路径 被引量:1

The Ethical Demands of Discipline Evaluation with Chinese Characteristics and Its Realization Path

摘要 中国特色学科评估是中国特色社会主义事业的重要组成部分,是实现高等教育从高速发展阶段向高质量发展阶段转型的推进器。坚守伦理底色是学科评估高水平发展的前提条件,是学科评估高质量发展的客观要求,是学科评估可持续发展的根本保证。学科评估在探索“中国道路”、展示“中国风格”、打造“中国模式”、形成“中国标准”和建立“中国方式”等方面取得重要进展,但由于其在中国起步相对较晚,理论研究相对薄弱,实践模式不够成熟,存在伦理理想偏离、价值原则失序、规范契约缺位和行动准则阙如问题,失去应有的底色,成为中国特色学科评估高水平发展、高质量发展和可持续发展之殇。实现中国特色学科评估的应然伦理诉求,需要用新发展理念筑起评估理想之堤,建立具有普遍适应性的价值原则,签署委托代理双方认可的契约规范,创造利益相关者共同遵循的行动准则。 As an essential part of socialism with Chinese characteristics,discipline evaluation with Chinese characteristics plays a key role in the transformation of higher education from high-speed step to high-quality step.In order to achieve the high level,high quality and sustainable development of discipline evaluation,an adhering ethical background is a prerequisite,a request and an insurance we need to persist.The discipline evaluation has made important progress in exploring the“Chinese way”,displaying the“Chinese style”,creating the“Chinese model”,forming the“Chinese standard”as well as establishing the“Chinese way”.However,there are still some avoidable problems in discipline evaluation which severely impede its growth into a high horizontal perspective.For instance,the ideal offset,the disordered value principle,the absence of normative contracts and the lack of action guidelines all make discipline evaluation with Chinese characteristics lose its primary ethical background.To fulfill the should-be demands of discipline assessment with Chinese characteristics,the embankment of ideal evaluation with new evolution concept should be built,and establishing value principles with universal adaptability is also important.In addition,signing a mutual contractual norm accredited by principal-agent parties as well as creating guidelines abide by shakeholders are needed.
