摘要
绿色是共建“一带一路”倡议的亮丽底色,共建“一带一路”倡议不仅是经济繁荣之路,更是可持续发展之路。在“一带一路”建设中,要坚持绿色发展的大方向,关切沿线国家绿色发展需求,以更广阔的视野审视与扩展“一带一路”的生态环境发展空间。然而,沿线国家和地区经济社会发展水平和环境保护理念存在差异,国际合作的正式制度安排欠缺,以及沿线各国对待国际法义务的态度不一等制约因素,成为沿线国家和地区开展绿色“一带一路”国际合作的障碍。基于此,本文提出通过国际软法、国际条约、国际组织等机制路径优化深化绿色“一带一路”国际合作的具体方案。
The“Belt and Road”initiative is not only the road to economic prosperity,but also the road to sustainable development.Green is the bright color of the“Belt and Road”initiative,hence,it’s necessary to adhere to green development,focus on the needs of countries along the route,and examine and expand the ecological environment development space of the“Belt and Road”with a broader vision.However,constraints such as difference's in economic and social development levels and environmental protection concepts among countries along the route,lack of formal institutional arrangements for international cooperation,and varied attitudes towards international legal obligations have become obstacles to green international cooperation.To address these issues,this paper proposes solutions to optimize green international cooperation through international soft law,international treaties,international organizations and other mechanisms.
