摘要
囿于偏离中心的城市空间规划,保障房社区似乎天然面临着城市居住空间的“分异”和资源分配差异的“极化”,直观影响着居住福利的再分配。基于对保障房社区走向社区融合抑或分化的问题考辨,本次研究从空间视阈出发,对多维度的空间意义及与其紧密关联的居住福利风险肇因进行了学理分析,以“空间再造”作为中介理念,进而提出“服务型社区资本建设”下“阶层-空间-福利”进行三方联动的可能,从而在融合角度达致保障房社区对“空间生产”和“空间消费”的双重需求。由此,本次研究甄选南京市D保障房片区作为相对独特且典型的一个空间治理单元,分别从个体层面、组织层面、制度层面出发,将“融合抑或分化”的思考嵌入对社会空间分异和居住福利治理的扎根式论证之中,希冀归纳出有别于常规型社区治理、旨在追求兼具社会公义与市场效率的新的空间治理范式,为国家或地方风险治理提供具备时效性的实证参考。
Due to the off-center urban spatial planning,the affordable housing community seems to naturally face the "differentiation" of urban living space and the "polarization" of resource distribution differences,which intuitively affects the redistribution of living welfare.This study examines the multidimensional spatial significance and closely related living welfare risks' causes from the space perspective,and puts forward the "service-led community capital construction" as a "space reconstruction" intermediary concept to promote "class-space-welfare" to be a tripartite linkage,so as to help the affordable housing community achieve the "space production" and "space consumption" simultaneously.Thus,the research selects the Nanjing D affordable housing area as a relatively unique and a typical space governance unit,with the "integration or differentiation" thinking being scattering from the human level,organizational level,systemic level to conduct the grounded discussion of the social space differentiation and living welfare governance,aiming at pursuing a new space governance paradigm with a goal of the compatible social justice and market efficiency,as well as providing the timely empirical references for upgrading the emergency stability system and enriching national or local risk management samples.
