摘要
为研究成渝地区双城经济圈合作发展提供历史依据,本文利用1992—2002年川渝边界区县专利数据,探究边界效应对区域技术创新的影响及其作用机制。研究发现,1997年川渝分离后边界地区的技术创新数量增长和技术多样化演化均受到了抑制,边界效应降低了边界地区的创新水平。异质性分析表明,受川渝分离影响越大的边界地区,其技术创新受到的抑制作用越强;边界效应对于新兴技术领域的影响更大。作用机制研究显示,边界效应会减少对边界地区的知识溢出,同时也会导致上级政府减少对边界地区的转移支付,进而降低边界地区对技术研发的投入强度。进一步研究发现,由中央政府制定的长期合作规划能够明显抑制边界的屏蔽效应,并加速其向中介效应转化。基于此,推动成渝地区双城经济圈建设,需要畅通边界地区知识溢出通道,制定跨边界的协作方案和规划,率先突破毗邻地区的壁垒效应,促进创新要素有序流动与合理配置,共同建设具有全国影响力的科技创新中心。
Based on the patent data from 1992 to 2002,this paper explores the influence of boundary effect on regional technological innovation and its mechanism.We found that after the separation of Sichuan and Chongqing in 1997,the growth of technological innovation and the evolution of technological diversification in the border area have been restrained,and the boundary effect will reduce the innovation in the border area.Heterogeneity analysis shows that the greater the impact of the separation of Sichuan and Chongqing,the more obvious the inhibition of technological innovation will be,and the greater the impact of boundary effect on the innovation of emerging technology in the border area.The boundary effect will reduce the knowledge spillover in the border areas,lead the superior government to reduce the transfer payment to the border areas and reduce the investment intensity of technology R&D in the border areas.Further research shows that government cooperation,especially the long-term cooperation plan formulated by the central government,can significantly inhibit the shielding effect of the border and accelerate its transformation to the intermediary effect.Based on this,this paper believes that the combination of Sichuan and Chongqing will benefit both sides,while the division will hurt both sides.It is necessary to unblock the knowledge spillover channel in border areas,develop cross-border cooperation programs,break through the barrier effect in adjacent areas,promote the orderly flow of innovation elements,and jointly build a science and technology innovation center with national influence.
