摘要
人工智能是当前数字时代的核心技术,它为铸牢中华民族共同体意识提供了全新的战略机遇与时代契机,有助于显著提升党的民族事务治理效能。但人工智能的多维嵌入也带来了诸如智能算法固化造成的“沉默的螺旋”现象、资本逻辑导致话语操控和信息安全的双重风险、竞争性真相与网络谣言带来的系列危害、数字鸿沟造成的现实阻隔等治理困境。为了有效应对这些风险挑战,应努力促进技术治理飞跃,以智能技术优化改造算法推荐弊端,以技术向善理念规制资本风险,以真相阐释应对乱象与假象丛生,以数字红利推动普遍性共同体意识凝聚。
Artificial intelligence is the core technology in the current digital age.It provides a new strategic opportunity and a critical chance of the times to forge a strong sense of community for the Chinese nation,and helps to significantly improve the effectiveness of the Party’s governance of eth⁃nic affairs.However,the multidimensional embedding of artificial intelligence also brings about gover⁃nance dilemmas such as the“spiral of silence”phenomenon caused by the solidification of intelligent algorithm,the dual risks of discourse manipulation and information security caused by the logic of capital,the series of hazards caused by competing truths and Internet rumors,and the realistic barri⁃ers caused by the digital divide.In order to effectively deal with these risks and challenges,efforts should be made to promote technological governance leaps,optimize intelligent technology to modify algorithm recommendations and remedy the defect,regulate capital risks with the concept of technolo⁃gy for good,interpret the truth to deal with chaotic phenomena and false appearances,and enhance our common consciousness of community for the Chinese naiton with digital dividend.
