摘要
告知承诺制是“放管服”改革的重要创新之一,在取水许可管理领域探索实施告知承诺制,有利于提高水资源管理效率。文章梳理了取水许可告知承诺制的基本概念、发展历程、推行现状等内容,针对取水许可告知承诺制面临的挑战,提出了健全法律法规、夯实管理基础、完善信用管理等相关对策建议,为深化水资源管理行政审批制度改革提供参考。
The notification commitment system is one of the important innovations of reforms to“delegate power,streamline administration and optimize government services”.Exploring the implementation of notification commitment system in water intake license area is conducive to improve the efficiency of water resource management.This paper introduces the basic concept,development history and implementation status of water intake license notification commitment system.In terms of challenges in the system,the paper further puts forward relevant suggestions,such as improving laws and regulations,strengthening management foundation,enhancing credit management,etc.,providing references for better reforming the water resources management administrative approval system.
